Chanakya on "Ministers and court affairs"



  • Without the help of ministers no king can take right decision.

  • A chariot does not run with only one wheel. Similarly apart from king many other men are needed to run the administration of a state.

  • A minister who is loyal both in times of prosperity and adversity is a minister in true sense.

  • Never appoint a person who is selfish, rude or cruel as minister.

  • A person who has the knowledge of politics and economics is able to become a minister.

  • Always take a secret test before appointing a person as minister.

  • Discuss all state matters with your council of ministers.

  • Keep the matters that are discussed in the court secret.

  • Protect your ministers.

  • Never show anger in front of your ministers.

  • The council of ministers is like the eyes of the king.

  • Important issues concerned with the state should be discussed only with the chief minister.

The root of happiness is Dharma , the root of dharma is resources or wealth legitimately generated or earned. (Labh versus shubh labh) meaning gain or profit mediated by dharma.

The root of such wealth is rajyam or in other words kingdom/ or more contemporarily enterprise. The root of enterprise though is through control of senses (Indriya vijayam).
